Is it possible to mount a cd or floppy from the command line and then have
ROX open it up? I tried "rox Mount /mnt/zip", but this doesn't work. I'd
like to add a Fluxbox menu item to do this.

Maybe there is a SOAP command to let ROX mount the /mnt/zip but you could
mount /mnt/zip && rox /mnt/zip
If fluxbox does not like compound shell commands you could try this:
sh -c 'mount /mnt/zip && rox /mnt/zip'
