What about using some sort of transparency to indicate the type of drag that is taking place. So a normal copy drag, which is creating a copy or 'ghost' of a file, is shown with a transparent drag. Then a shift drag, which moves a file, uses a solid drag, to indicate that the original file is being moved rather than a 'ghost' copy.
