Off hand, I'd say it's probably a bug in the way you're looking at it.
Velocity is an integral property of a note. If you move a note, you move the
velocity. It's a part of the note event (in Rosegarden, and in MIDI too.)
Pitch bend is a controller event, as are pan, volume, modulation, etc.
If you select a group of notes in the notation editor and copy/paste, are mod
wheel events copied? I expect not. I don't have time to look at the moment.
I don't have time to look at this either, but I expect you can
select/copy/paste controller events from the rulers, independently of
notation elements. I don't think I've tried that yet, and I can't say for
sure it would work.
There used to be a feature where you could display non-notation events (eg
controllers) as little question marks on the staff. If that still exists,
you could display controllers thus and then copy/manipulate them along with
the notes. I think. If it still exists.
Dunno, play with that. I gotta go to work in a bit, and I don't have time to
explore this at the moment. If this doesn't get you nudged in the right
direction, I'll play with it when I get back. I should probably mention all
of this in some way in my book anyway, since it's obviously capable of
creating confusion, and I'm trying like a son of a bitch to dispel every drop
