#9 After playing tribune, can't assign next vote

Big Rich played a tribune, propsed a Type I land bill,
accepted sponsorship and cosponsorship. Seth then
assigned the next vote to him, and it failed to do so.
The Big Men faction was still in state "tribune", so the
vote assignment failed.

After forcing a proposal with a tribune card, need to
reset state to "waiting".
