The client whether in the EJB or DB should have at least
two levels of access/security and one layer optionally
turned on by the upper layer.

Security/Access Model:

ADMIN
- this is root level

MANAGEMENT
- the management would have lesser rights which at the
most would be not to be able to admin access.
- this level would have the power to make financial mods
to the accounts (those would be logged)

PERSONNEL
- articulate the systems without making any settings
changes

PUBLIC
- a read only version to display rooms availability, make
passive reservations, view promotions and other
promotion tools
