#27 Missiles are too powerful when thrown without a launcher

Up to the current version (1.1.1) launch weapons such
as short bows or slings are not really necessary to
throw arrows or rocks. The rogue can easily use the
missiles alone without the launcher and is able to kill
monsters with them.
This seems a bit unnatural to me. Try to throw an arrow
by hand and you know what I mean.
So throwing an arrow without having a bow wielded
should have nearly no effect on monsters. Or it should
be extremely difficult to hit then.
