[Rocketworkbench] Propellant.dat format

The "propellant.dat" file comments its own format as
(A1,I5,A30,6(I3,A2),F5.0,F6.0)  and states that "A4, are flags"... How are
theese flags to be interpreted? - I can't get the propellant codes to match.
