On sf.net and in the README, it is stated that the licence is the GNU GPL.

However, it is also stated in the README file that there is an additional restriction on the use of the code -- it cannot be used for commercial purposes in Quebec.

Section 6 of the GPL does not permit placing additional restrictions like this on the use of a package:

"You may not impose any further restrictions on the recipients' exercise of the rights granted herein."

The licence is thus self-contradictory which means that there is effectively *no* licence to use the code. Re-use of the code is thus governed by the fair-use previsions of copyright law and no-one can do anything with your software.

That makes your package undistributable and unusable by sourceforge (and anyone else).

Please consider removing this unnecessary restriction on users freedoms as that will then make your package truly GPL compliant and Free Software.
