Rockbot Build 200

It has been a _long_ time since any work got done
on rockbot. This weekend however I had an itch,
and an idea to improve rockbots itneraction with
the modern irc enviornment. It no-longer requires
DCC connections to do usefull things. I've implimented a priority queue for outgoing messages, so that the lowest priority notices (such as a long userlist) do not interrupt the normal flow of important bot functions.

Those who found the DCC aspect of rockbot annoying may now really like the bot.

Also a few bugfixes here and there.
