#14 error running on Win2000

A fresh install on Windows 2k yields the following error:

couldn't recognize data in image file
"../client/images/cards/.xvpics/jp.gif" while executing
"image create photo $image -file $file" (procedure
"MakeImages" line 14) ... (file
".../client/RTClient.tcl" line 56)

I have successfully run it on Linux.
