I have used Robocode before but this time the package did not contain either a setup.jar or something else that might resembly an installation facility.
I have the knowledge, skill and time to workout how but would rather use the time to play and explore the examples supplied.
Would some please either point me in the right direction or supply an installtion process I can use.

I found out that the robocode.testing.content.jar (used for bot testing) was not the correct robocode.testing.1.9.3.8.jar (setup file).
However, the ordinary robocode setup .jar file is there:
    https://sourceforge.net/projects/robocode/files/robocode/1.9.3.8/robocode-1.9.3.8-setup.jar

Perhaps you picked the "wrong" version?

If you have trouble installing Robocode, just write this in a command-line standing in the folder where you downloaded to:

    java -jar robocode-1.9.3.8-setup.jar

OK, thank you. I simply clicked the Download option that was presented by the web page linked in the email notifying me of the latest version being available.
The file downloaded was robocode-1.9.3.8-src.zip which did not contain the setup.jar
I went back to the web site and selected Files and found the setup.jar, downloaded and ran it and all is now good.

    Simply go there : https://sourceforge.net/projects/robocode/files/robocode/1.9.3.8/
and download the file named robocode-1.9.3.8-setup.jar
    then launch java -jar robocode-1.9.3.8-setup.jar
