#4 Allow "local" install for non root users

Allow local install (Inteded mostly for non
root users on *NIX systems and for win32
(where make is not available).

JOB description:
1. Ugrade mergecreateinstance with new cpability
2. Update docmentation (README and INSTALL).
3. Create a batch file for win32 INSTALL.BAT
