[Rlib-devel] Trivial patch to enable environment variable access

Attached is a trivial patch to allow access to environment
variables, I.E. "m.SHELL" fills in /bin/bash2

Returns UTF-8 strings on Windows which I'm not certain if
they should be converted or not.
