Yes, libextractor is covered under the GPL.

Yes, that's OK.

I've been thinking about forking the code off into a separate project 
(GNUnet and libextractor currently use it), so if the code at 
https://gnunet.org/svn/GNUnet/src/util/win/ is what you're looking for, 
we could work on this new project together.
