#3 auto-save teleport locations

when players add custom teleports, or when authorities add teleports to levels or the whole server, automatically save them.
also, add a means to list saved teleports and a means to remove them.
also, make it so that using the set command silently makes a hidden destination that doesn't show up in the list.
