#30 Escaped chars adding garbage on save

When I use the InsertCharacter dialog
(dlg_ins_char.html) higher-order characters appear to be
added correctly (like Euro, copyright, etc), but once
saved and reloaded there is another character added
prior to said character. Unable to locate source of
problem. I've already removed the character sets from
rte_codesweep.js that cause Javascript errors noted in
another trouble report; characters tested per THIS
reported problem ARE correctly represented in the
character set defined in rte_codesweep.js.

Seeking additional guidance on these special
characters... :)
