I need to perform some basic database operations
during a Rexx program (for example, loading
a delimited text file and sorting it).  Is Rexx/SQL capable of doing this even if I don't
    own a compatible database program?

(I do own dBaseIV and Filemaker Pro 3.)

Rexx/SQL is more suited to manipulation of persistent data in a database, rather than using a database in a transient operation. SUre it could be used that way, but other mechanisms might be better.
The Win32 ODBC port of Rexx/SQL can manipulate any database store that has an ODBC driver. If either of dBaseIV of FileMaker has a Windows ODBC driver, then Rexx/SQL could be used to manipulate data in these database formats.
