The jaxrs-api.jar should have the same version number as resteasy jars. Why? The spec is a moving target. we may decide to implement a feature *before* it becomes official. Or, I may we may only want to partially implement a newer version of the specification. When the specification is final, we may remove the jaxrs-api jar entirely and use Sun's, but until then its versioning stays the say as all other resteasy jars.
