#1 Notification via Text file

Currently ResLoad could warn user only via a Windows Interface (tray, sound, ..).
It's very usefule to have a notification of limit-exceed also written in a text file with timestamp, application/service name, and CPU level
This file could be written in append mode or in overwrite mode, and there could be a lot of features to be added using a output written file...
