So I've downloaded rescuezilla for Windows and extracted it's files but don't see an ISO file. Have downloaded balenaetcher and Ventoy, could it be a disc image file?

What exactly did you download - what was the name of the file? The GitHub page clearly has ISO images listed. Perhaps you grabbed the ZIP file by mistake?
