[REQADM-Users-L] windows and freebsd

Good day, all!
I just downloaded REQADM-1.3.1 from SourceForge and trying to build it 
on my FreeBSD 4.11-STABLE machine. After configure script proceed, it 
generate Builg.<balh-blah> directory with zero-size Makefile. Is there 
some tricks to build it on current BSD releases?
Also is it possible to build client for Windows 2000/XP systems?
And final question: maybe you have new version? Or CVS access?
