[REQADM-Users-L] reqadm 1.3.1 released

REQADM 1.3.1 is now on reqadm.sourceforge.net.  It includes a couple of
minor changes discussed recently on this mailing list:

+ removed blank line in reqadm.conf

+ fixed bug in the config file scanning code which made the blank
  line a serious problem.

+ added reqadm-config.pl which was inadvertently omitted from 1.3.
