Oh, and I forgot to mention, if you just install the reqadm-config.pl
right into your sbin directory, you'll neet to set $STATIC_STRING_04 to 
your REQADM server home directory ("/opt/reqadm" or whatever).  The
setup program would normally have done that for you.
