Grids for testing effect of different district size added in data directory
These are 24, 6, 4, 3, and 2 square grids where the 24x24 grid is 
locations and the others are possible districts with 16, 36, 64 and 144
locations in each
Semi-optimization of District done so that it keeps red and blue counts
to speed up globalHappiness calcs
