Have the User Editer (or Util) to "actually" get rid of
DELETED accounts and not let them sit there until
another NEW user logs in. It would remove these
accounts and pack the USER.DAT file to reflect this
change.

The administration functions and user storage mechanisms
will change enough that this will probably occur by default.
However, I'll assign this to Pending status for the next (first)
release.

rg left those deleted accts in there so there wouldnt
be any problems with user#'s changing...
i think a pack option should just be an option, not
the standard rule.
