#6 Engine Size Cap Incorrect

The error code thrown when the engine size of a unit exceeds 400 doesn't properly take into account suspension factor for vehicles, and probably any other relevant modifiers. For example, trying to build a 35t hovercraft moving 12/18 throws an "Engine ratiung cannot exceed 400" error, but the actual engine size is 245 once suspension factor is considered.
