Allow for subnet's of registered users to be included in
the allow file. This allows for 1to1 NAT pool's to work
properly. Let's say someone has a connection based on
a pool of external IP addresses. The web connection
could come from 65.1.1.34 and then the mail connection
could get 65.1.1.57. If the file had 65.1.1, then the
session would be ok, however, if it was only the whole
IP address, it would fail.
