#10 XSD, DTD for Relations

All configuratoin info for all Relations modules should
have an XML format. That way the same files can be
used for the different languages. Also, wizards could be
made to take the XML and output code or more XML.
Like from a Relations-Family create all the child and
parent fields in an Admin Form.
