I am using Regina Rexx Interpretor tool. I am writing my Rexx code in Notepad ++. Could anyone say a command to open an another text file or excel from current Notepad ++ file ?

Do you want to ADDRESS an external command from a running Rexx program to manipulate notepad++? Or do you simply want to open a second file while editing in notepad++
I know next to nothing about notepad++ but an external command would likely need to figure out the right -multiinst command line switch(es). Opening a second file from inside the editor likely has something to do with the tab bar.
