I have run regina38w64.exe through Avast! and Sophos anti virus scanners on Windows 7 and neither report an issue. Very likely this is a false positive. Leaving this open for a while for others to comment on if they have similar issues.
Further to this issue I have found a free online virus checker that allows a file to be uploaded and scanned by 51 different anti-virus providers. regina38w32.exe passes all of them. If you wish to try it yourself the URL is: http://www.virustotal.com
I got the same "error" - this appears to be Norton-specific.

Has the technical details. I just chose the "restore" option to un-quarantine the file.
That link also has a section where developers can complain.
There is also the opportunity for users of Norton Anti-Virus to register the download as a false positive. For those users of Norton who get this error, please report as a false positive.
