#419 TIME() inconsistently for "T" format

I finally found this forum ...

The TIME() function does not work consistently when using the 'T' format (Unix time_t).

When converting from another format to Unix time_t, the result is in UTC but when converting from time_t to another format, the input is interpreted as local time.

    Changed to be consistent with other time conversions and the documentation. Date conversions from 'T' will also be converted to localtime.
