#397 SIGNAL ON condition NAME does not allow string

The following syntax is allowed by ANSI:

SIGNAL ON SYNTAX NAME 'error'

Regina does not support this although the documentation states that it does.

TRL on the other hand indicates that the token after NAME can only be a symbol; not a string.
