#23 DOS,Windows,OS/2 don't get a CRLF

Several systems don't get a CRLF pair when
using the ADDRESS WITH redirection. They
get a simple LF, which confuses at least
Windows' external "sort" command.

Example:
/* */
in.0 = 4
in.1 = 'z'
in.2 = 'o'
in.3 = 'm'
in.4 = 'a'
ADDRESS SYSTEM "sort" WITH INPUT STEM in. ,
OUTPUT STEM out.
do i = 1 to out.0
say out.i
end

/* sort gets a stream with 8 characters. It
* must be 12
*/
