#1 Incorrect handling of UTF8 files

On Windows XP Pro, the program reads UTF8 files as non-Unicode, regardless of whether the UTF8 file has a "BOM". In the attachment, see two files, both of them are in UTF8, and one of them has a UTF8 "byte order mark". There's also a screenshot of what the program does to these files.
