There weren't any changes from 0.7.8 to 0.7.9 that should have caused such an effect, although version 0.7.8 did implement some icon-scaling code that might product this effect if you in fact upgraded from 0.7.7 or earlier. If so, and if you've got a .icns-format icon, you could try editing it to include a better version for your chosen resolution; or you could adjust the small_icon_size and/or big_icon_size options in refind.conf to set the icon size that rEFInd uses to match the icon's actual size.

If it has the correctly-sized icon, please post it somewhere from which I can download it (in its original .icns format; do not convert it to .png or anything else) so that I can experiment with it.

There are quite a few options for what icon to use, and the order in which they're tried is hard-coded. The rules are summarized here.
I tried your file, and it displayed fine (without the jaggies you're seeing) on my system. Have you adjusted the icon size with the big_icon_size option in refind.conf? If so, rEFInd would end up scaling the icon, which might cause problems, so I recommend not doing that. If you're not scaling your icons, you could try putting another icon file at /System/Library/CoreServices/boot.icns or boot.png -- try copying the os_mac.icns file that comes with rEFInd to this name, for instance. I found a bug that will probably cause this to not work, but I fixed it. Here's a binary file with the fix:
Just updated from 0.7.8 and noticed my OS icon for mac has become pixelated.
It appears to be ignoring the icon in the 'icons' directory and instead using the icon of the drive.

The config file has been edited to reference what tools to show, thats all.
