Maybe installation USB only works when Windows is not installed. Maybe if you remove the disk containing Windows, then USB will work.

Can you burn a Windows installation DVD?

The issue is that old Macs use legacy BIOS to boot Windows instead of UEFI. Legacy BIOS boot is limited on old Macs.

Your configuration and details of the problem are not clear to me:

    • Is rEFInd installed? Were you trying to boot through rEFInd when booting Windows produced a BSOD, or was some other boot method involved?
    • Were to trying to boot the Windows installation USB via rEFInd when it failed? If so, did you use rEFInd to boot the Windows installation USB originally, or some other method? If another method, what happens when you use that method now?
    • When you say that booting the Windows installation USB "reboots back to windows," are you saying that it reboots back to the Windows installation USB (in a boot loop), or that it boots to the already-installed Windows on your hard disk (which produces a BSOD)?
    • Is Windows installed in BIOS/CSM/legacy mode or in EFI mode? (See this page of the rEFInd documentation for information on this topic.) The output of sudo gdisk -l /dev/disk0 (or whatever disk you're using for Windows) would provide useful diagnostic information -- but this will require you to install GPT fdisk, if it's not already installed.
    • Are you seeing any error messages or diagnostics on screen during any of this?
