I'm running Linux Mint 17.1. If I install using the deb file, will I be able to uninstall leaving my HP with the Windows 8.1 and my Mint the way it was before the installed refind?

Yes, but you'll need to remove the rEFInd files from /boot/efi/EFI/refind (under Linux), as well as removing the Debian package, to completely remove rEFInd. See here for more on this topic:
