Trying to install rEFIned on a new MacBook Pro 2019. FileVault is OFF and
SIP has been turned OFF. I've tried installing from within Catalina as the
user (terminal), and via the recovery mode (terminal) with the same results.

Installed rEFIned and it shows it installed successfully with no errors.
Upon reboot, I'm greeted with a "Unable to verify startup disk" and can;t
get the rEFIned menu to appear. I can hit the "Startup disk" and and only
get option for "Macintosh HD macOS".

    Any help would be appreciated.

    Thanks!

Show a picture of the "Unable to verify startup disk" message.

What do you mean, hit the "Startup disk"? Do you mean the "Startup Disk" preferences panel in System Preferences? EFI programs don't appear there unless they are erranged like a macOS install (rEFInd can do this on an HFS+ partition when you use the --ownhfs install parameter).

Did you try changing the Startup Security Settings?
