Greetings, I recommend you to check your project setup.
If you click Admin - Tools - Tickets - Permissions (here) and under Create choose *authenticated you will allow people to ask your help in your ticketing system, it seems a good thing.
A ticketing system where nobody can post seems to be not so useful, please note you can remove it entirely in Tools, if you wish.
Users should learn where to ask for help in your Support page, but you didn't set it. To do so in Admin - Metadata (here) tick Discussion and save.
