Problem with USB Touch drivers?

I have a touch-enabled external display that is working perfectly fine inside of the operating system and works completely fine in 'Windows Boot Manager' . Problems start when i converted both my systems to GPT/UEFI.
as per my knowledge, the Windows Boot Manager cannot load a non-Windows EFI application, i had to search for other EFI boot managers. The one caveat was that it had to support Touch input. The most suggested solution was rEFInd, it was very promising and i installed and configured it to the ESP and to my surprise, no touch.
What i have tried so far:
    - Fiddling around with EFI drivers from rEFInd, Clover, and some drivers i found on various forums.
    - Compiling my own version on rEFInd.
    - Came across rEFInd Plus, Tried it out, No touch response
    - Tried compiling my version on rEFInd Plus..
This was all based on the assumption that this had to do with the drivers not being configured correctly at load time.

the bizarre thing is that this happens on an HP device, However when i tried it on a Lenovo device it accepts touch input only when i power on the device from power-off state, if i restart the device, no touch input!

If someone could help this would be absolutely appreciated, Thanks!

I don't quite fully understand your issue as outlined. Something to do with touch not working.
The confusion is mainly to do with the drivers etc and compilation of stuff mentioned which I could not follow.

If you have an issue with using touch on RefindPlus, please raise it on the project repository on GitHub. It should work the same as rEFInd does on this though. I believe they should not need extra drivers. Don't use touch devices myself but happy to work through generating and looking at log output.

@dakanji Thank you very much, the problem is the same in rEFInd as in rEFInd plus. Your help is very much appreciated! i will submit an issue on the Github repo.
