We've got a developer who is now working on implementing support for the new citation coding in OpenDocument*. Assuming he makes good progress with that, he'll be exposing that via the UNO interface so that it will be accessible through different language bindings. In general, OOo really needs coders with expertise with C++, which seems far less common than Python, Java, etc. We could use more in other words.
