Both Reference Manager and Endnote support this.  I am now a former 
Endnote user though ;-)

In answer to your question:

DocBook *will* support this functionality, and I use it in a 
customization layer I created to implement it, using a RELAX NG schema 
in conjunction with nXML mods in emacs.

I am working to ensure that OpenOffice also supports the functionality, 
which is essential for social scientific and humanities-based scholarly 
work.
