Sort of. I've figured the cleanest way is to support two types of
databases, the existing risx type and a new mods type. Most of the
existing infrastructure can be used by both types. This will give
users the choice of a quick and dirty data format like the commercial
tools offer, and a better (though probably slower) MODS-based format.

I've been working on the MODS parser handlers lately and made quite
some progress. Once 0.9.4 is off my chest (it has been delayed due to
some character encoding pitfalls) I'll focus on MODS import and
export.
