I believe this bug is a good old friend that has been fixed in
0.9.4-pre1. Please use this prerelease:

http://refdb.sourceforge.net/pre/refdb-0.9.4-pre1.tar.gz

or this newer one with the extended notes support (still
experimental):

http://refdb.sourceforge.net/pre/refdb-0.9.4-pre2.tar.gz
