Yes (!), and only if someone other than Markus writes it.

I don't know how to code myself, but I believe there's a need for an 
elegant web client that could be used with RefDB, but which could be 
trivially modified to work with other storage systems (say an xml db).  
Markus already wrote a perl module tailor made for this sort of thing, 
and that's one option.  Another is to port that to php and write a 
php-based client.  I suppose a third option that might be intriguing is 
to use Cocoon.

Oh, and the UI should be designed with MODS in mind; not just recreate 
Reference Manager.
