Am not sure how all this works, but would it be feasible to modify the 
XAE environment to add refdb integration?  It already has a "new 
document" UI that might (?) be tweaked to use refdnd instead, and 
integrated transformation that could tie in the refdb makefile system.  
That doesn't address searching and adding references and such, but it 
seems like it'd be a good start...
