I seem to have deleted the message I want to reply to, but I just 
thought of one potential issue here.  A simple example (using LaTeX 
code):

Here we have a standalone citation \cite{James1998}.  Here we have a 
footnote\footnote{This footnote also has a citation \cite{James1998}}.

What I was arguing is that one ought to be able to switch between the 
author-date and the full citation styles without touching the source.  
The problem in the above is that the first citation would need to be 
placed in a footnote (since one can't well have a full cite within the 
main text).  Is this problem solvable?  Hoping...
