I've built the Cygwin binary for refdb-0.9.2a.  It is located at
http://alphonse.dnsq.org:8081/refdb/refdb-0.9.2a-cygwin-bin.tar.gz

I didn't have time to run it, but I'm sure it works.  I'll try to test it a little this weekend.
