Many distributions (like Debian) split MySQL and similar software in at least two packages, like MySQL (server and clients) and MySQL-dev (development libraries and headers). To build software that uses libmysqlclient you need the latter package. To build and run RefDB, you need both. readline and expat should be available as binary packages for most if not all Linux distributions.
