I gather from this that the RefDB documentation is not explicit enough
at this point (I think it says you need "sufficient access rights"
without going into details).

This is kinda funny. I keep hearing from Linux people using this
tutorial to get their SGML stuff working. My Debian experience made me
believe that it is so easy to set up that it doesn't need a tutorial,
whereas there was essentially nothing (no prepackaged product, no
instructions) for Windows. That's why the tutorial is specific for
Windows. I'd like to figure out a way to include other platforms
someday.
